We're having our annual WSA Fall Meeting in the Spokane area October 17-19, and we're focusing on what's most important - the wellness and mental health of our kiddos, families and staff.  We have a terrific agenda that’s being finalized, and it includes some amazing training and speakers.  Parents, staff and directors will all find sessions that move and inspire them!

Speakers/Sessions

Paul Figueroa, one of our favorite trainers, will focus his keynote on something we’re struggling with – Change, and how to navigate for a brighter tomorrow.  He will also do some great keynotes on Conflict and the Art of Responding, not Reacting, and Self Esteem and our Internal Dialog. 

Stephaine Courtney, M.Ed, CEO of The Learning Project Network.  Stephaine is an activist and inspiration focused on black moms.  She spent a decade in the classroom and as a center director and is a doula.  Stephaine focuses on racial justice for children and families and building leaders for health equity.  Check out her “Girl, Get a Doula” podcast, and read more about Stephaine here.

Devin Stubblefield, our outstanding financial literacy trainer and coach, will come to do a couple of sessions for parents and staff. 

Joseph Castro, Jr. has over 15 years experience in training and coaching in both English and Spanish, and is currently working with the National Migrant Seasonal Head Start Association.  He is passionate about wellness, and will present a half-day training on The Six Dimensions of Health and Wellness - A Pathway Toward the Whole Self.

Dr. Mona Johnson, Executive Director Teaching & Learning System Pathways at Olympic ESD 114, has vast experience supporting Head Start and ECEAP classrooms and now K-12 as well.  She will be presenting on Fostering Resilient Workplaces: Sustaining Ourselves & Our Staff.

Amanda Bryans, Education and Research to Practice Supervisor at the Office of Head Start, will Keynote on the 17th with “Returning to Joy: Achieving School Readiness Without Sacrificing What Matters Most”.  

Luc Jasmin is an entrepreneur, community organizer, childcare center director and now advisor to Governor Inslee!

Advocacy and Policy – We’ll be talking about what happens in 2024 in Olympia and DC, and we have folks from DCYF coming to share what they’re up to and get your feedback.  And you’ll have an opportunity for some great Advocacy training!

ep. Timm Ormsby was born and raised in the heart of Spokane. Like his 3rd District constituents, Timm knows first-hand the value of hard work and the challenges facing working families. He is a cement mason by trade, and has been a member of the Operative Plasterers and Cement Masons International Association Local 72 since 1990. He is also a past president of Local 72, and has been the business representative for the Northeastern Washington – Northern Idaho Building & Construction Trades Council since 2000. In Olympia, Timm serves as chair of the House Appropriations Committee – the panel charged with writing the House version of the state’s biennial operating budget. He’s also a member of the House Labor and Workplace Standards Committee. Timm has served on a number of other committees during his tenure in Olympia and for several years was vice chair of the House Capital Budget Committee, developing the state’s construction budget. He is a special appointee to the State Investment Board and the Select Committee on Pension Policy, which he chaired in 2013-14, and is also a special appointee to the Washington State Investment Board. In addition to his legislative duties, Timm is an active member of the Spokane community and is affiliated with numerous civic organizations. He is the current president of the Spokane Regional Labor Council and a board member of the Northwest Museum of Arts & Culture, and Spokane Neighborhood Action Programs, and is a former board member of United Way of Spokane County and Rebuilding Together Spokane. Timm, who has served his friends and neighbors with pride since coming to the Legislature in 2003, is married to Kim Ormsby and has three children and four grandchildren.

Andy Billig is a proud father, businessperson and member of the Spokane community. Having previously served a term in the state House of Representatives, he was elected to the state Senate by constituents of the 3rd Legislative District in 2012 and was re-elected in 2016. He was elected Majority Leader by Senate Democrats in 2018. In the Senate, Andy continues to be an advocate for children, working families, and small businesses, putting people first in Spokane and throughout the state. He has been particularly active as a legislative leader on early learning and K-12 education. He has also led efforts to pass legislation to increase transparency and equity in our democracy. He was the prime sponsor of the DISCLOSE Act of Washington, a bill which has increased transparency in state campaign finance. He was instrumental in the passage of numerous laws that expanded voter registration and participation, including same-day voter registration and 16-17-year-old voter pre-registration. In addition to serving as the Senate Majority Leader, Andy is a member of the Ways & Means and Rules committees. He also serves as co-chair of the Washington State Institute for Public Policy Board and the chair of the Sustainable Aviation Biofuels Workgroup. Previously, Andy served as co-chair of the Joint Select Committee on Early Achievers and on the bipartisan Education Funding Task Force that produced the legislative framework for fully funding our schools as ordered by the state Supreme Court. Prior to joining the Senate, Andy represented Spokane in the state House of Representatives. As vice chair of the House Transportation Committee, he helped craft the state’s bipartisan 2012 transportation budget that created more than 43,000 jobs across Washington. Andy also led legislative efforts to improve water quality in the Spokane River as the prime sponsor of HB 1489, earning him the 2011 Inter-Continental Smackdown Champion Award from Fuse Washington.

Allison Krutsinger serves as Public Affairs Director for the Department of Children, Youth, and Families. She has spent her career focused on creating better outcomes and opportunities for children and families through direct service work, program leadership, policy development and advocacy. Throughout her tenure she has experience in micro-level work directly with children and families and macro-level work leading system level change through program implantation and policy advancement. Prior roles include Early Learning Policy Director at the Children’s Alliance, Program Director at Child Care Resources, Early Learning Quality Improvement Coach in Arizona and Legislative Assistant to Representative Ruth Kagi. Allison has a BA in Social Work from Eastern Washington University, and MAS in Infant and Family Practice from Arizona State University and an Executive Leadership Certificate from the University of Washington.

Prior to that, he worked for the Alliance for a Healthier Generation’s as the Healthy Schools Program Manager. Ben started his career as a health and physical education teacher. He earned his undergraduate and Masters of Public Health Degree’s from the University of Nevada, Las Vegas and also has a Master’s Degree in Teaching and Learning, specializing in Brain Research from Nova South Eastern University. Ben is a avid learner and teacher with a growth mindset. When Ben is not at work, he loves spending time with his wife and three kids playing or coaching sports or adventuring in Alaska where he was born and raised. Ben currently lives in Eastern Washington State.

Nicole Rose served most recently as the Assistant Director for the Quality Practice and Professional Growth (QPPG) division with the Department of Early Learning. In that role, Nicole’s portfolio included Early Childhood Education and Assistance Program (ECEAP), Early Achievers, professional development, and child care subsidy programs. Nicole joined DEL in 2010. In her previous DEL role as the PreK-3rd/ECEAP Administrator, she led successful expansion of ECEAP, including implementation of the first full school day and extended day ECEAP models. Nicole grew up in Spokane, Washington and brings a variety of experience in early learning settings including Head Start and ECEAP, community-based mobilization work and research and evaluation of home visiting. Nicole is passionate about putting best practice into policy so programs have the supports and resources necessary to ensure all of Washington’s children, youth, and families have opportunities for success. Nicole holds a Master of Public Administration from the University of Washington Evans School of Public Policy and Governance.

I've been the Executive Director of the Washington State Association of Head Start and ECEAP for the past 15 years. I've worked on everything from state funded preschool, special education policy, child care, housing, food insecurity, and most recently supporting families during COVID. I'm probably most proud of my work last legislative session where I successfully advocated with lawmakers, the Governor, and coalition partners to secure more than $400 million in new investments in early learning through the passage of the Fair Start for Kids Act. Before coming to Washington State I was the Government Affairs Director at the National Head Start Association where I served as the Head Start community's voice in DC. I worked closely with members of Congress and the White House. I travelled all across the country and had the opportunity to teach grassroots organizing to low income communities which I really enjoyed. I have a law degree from American University in DC where I focused on constitutional law and a BA degree from Brandeis University in History and Politics. I'm an Americorps alumni—serving as a City Year Corps member in Boston where I was a literacy coach and helped to set up a community wide volunteer program and educational spring break camps. My most important job is that of a husband and dad to a 15 year old. I coached her basketball team for 7 years and have coached track as well.

Katy Warren has been working at WSA Head Start and ECEAP for 15 years after wandering the world in her 20’s. After college at William and Mary she served as legislative assistant and Press Secretary for Rep. Sid Morrison, (R, Zillah) and then went travelling off to central and South America. She has worked as a cafeteria dishwasher, a public engagement consultant, an insurance adjuster assistant, a database developer and quasi-interpreter for a weatherization program, a waitress in a pancake house, a census taker, a focus group facilitator, an English as a Second Language teacher in Vietnam, a bookkeeper back when they wrote things on ledgers, a title company clerk, and a Spanish drill instructor. She loves to travel and have been to 34 countries and has lived in Mexico, Spain and Vietnam. Now she tries to make the world a better place for children and families by hassling elected officials and bureaucrats. She writes children’s books for her niece Eliza, who is also the person upon whom she experiments with all the CLASS instructional support strategies she learns while walking through the trainings she arranges for early learning staff.

Paul Figueroa has over two decades of expertise in providing trainings, breakout sessions and keynotes. Paul is a 12 year veteran of the King County Sheriff’s Department, where he spent much of his career working with street gangs. In 1998, he drew upon his experience, left law enforcement and he’s been working to positively impact the lives of people, staff, companies and organizations ever since. In his trainings, programs and keynotes, Paul provides the tools people need to ensure a brilliant and happy future. Paul’s company has a master contract with the Washington State Department of Enterprise Services and the State of Arizona to provide trainings to their staff, managers and leadership. He was awarded the “Governor’s Child Abuse Prevention Award” for his work with children and families in Washington State. He has a contract with Work Source Alamo in Texas to provide trainings for those working with children, and he’s been a foster parent trainer through the University of Washington for over eight years now. Paul has been a featured speaker at Society for Human Resource Management conferences, The American Society for Health Care Human Resources Association, The National Indian Gaming Association, The National Indian Head Start Directors Association, The National Native American Human Resources Association and The Northwest Human Resource Managers Association, to name only a few. Paul was flown to Singapore to presented his Seven Steps to Phenomenal Management Skills to the largest HR Conference ever Asia. Devin leads monthly financial empowerment events on behalf of government agency programs to include the Consumer Financial Protection Bureau’s Your Money, Your Goals, and the Federal Deposit Insurance Corporation’s Money Smart for Adults. Dr. Mona Johnson recently joined the Olympic Educational Service District 114 Team as the Executive Director of Teaching & Learning System Pathways at Olympic ESD 114. Most recently she worked in the South Kitsap School District as Executive Director of Wellness & Support and at the WA State Office of Superintendent of Public Instruction where she managed a wide variety of programs & professionals focused on ensuring that students and staff district-wide are healthy, safe, engaged and supported in their pursuit of social emotional wellness and academic success. Prior to this, Mona also served as Chief of School Behavioral Health at the U.S. Army Medical Command Child, Family & Adolescent Program where she had overall responsibility for the development of international School Behavioral Health Center programs on Army Installations in the U.S and Europe. Mona presents, publishes, and consults at the local, state, and national levels in the areas of professional wellness, social emotional resilience, and trauma recovery. Most recently she published the article “Self-Care is Not Enough!” in the summer 2022 edition of Educational Leadership Journal.             Nicole Rose served most recently as the Assistant Director for the Quality Practice and Professional Growth (QPPG) division with the Department of Early Learning. In that role, Nicole’s portfolio included Early Childhood Education and Assistance Program (ECEAP), Early Achievers, professional development, and child care subsidy programs. Nicole joined DEL in 2010. In her previous DEL role as the PreK-3rd/ECEAP Administrator, she led successful expansion of ECEAP, including implementation of the first full school day and extended day ECEAP models. Nicole grew up in Spokane, Washington and brings a variety of experience in early learning settings including Head Start and ECEAP, community-based mobilization work and research and evaluation of home visiting. Nicole is passionate about putting best practice into policy so programs have the supports and resources necessary to ensure all of Washington’s children, youth, and families have opportunities for success. She has worked as a cafeteria dishwasher, a public engagement consultant, an insurance adjuster assistant, a database developer and quasi-interpreter for a weatherization program, a waitress in a pancake house, a census taker, a focus group facilitator, an English as a Second Language teacher in Vietnam, a bookkeeper back when they wrote things on ledgers, a title company clerk, and a Spanish drill instructor. She loves to travel and have been to 34 countries and has lived in Mexico, Spain and Vietnam. Now she tries to make the world a better place for children and families by hassling elected officials and bureaucrats. She writes children’s books for her niece Eliza, who is also the person upon whom she experiments with all the CLASS instructional support strategies she learns while walking through the trainings she arranges for early learning staff.

He is also a past president of Local 72, and has been the business representative for the Northeastern Washington – Northern Idaho Building & Construction Trades Council since 2000. In Olympia, Timm serves as chair of the House Appropriations Committee – the panel charged with writing the House version of the state’s biennial operating budget. He’s also a member of the House Labor and Workplace Standards Committee. Timm has served on a number of other committees during his tenure in Olympia and for several years was vice chair of the House Capital Budget Committee, developing the state’s construction budget. He is a special appointee to the State Investment Board and the Select Committee on Pension Policy, which he chaired in 2013-14, and is also a special appointee to the Washington State Investment Board. In addition to his legislative duties, Timm is an active member of the Spokane community and is affiliated with numerous civic organizations. He is the current president of the Spokane Regional Labor Council and a board member of the Northwest Museum of Arts & Culture, and Spokane Neighborhood Action Programs, and is a former board member of United Way of Spokane County and Rebuilding Together Spokane. Timm, who has served his friends and neighbors with pride since coming to the Legislature in 2003, is married to Kim Ormsby and has three children and four grandchildren.

                                                        Andy Billig is a proud father, businessperson and member of the Spokane community. Having previously served a term in the state House of Representatives, he was elected to the state Senate by constituents of the 3rd Legislative District in 2012 and was re-elected in 2016. He was elected Majority Leader by Senate Democrats in 2018. In the Senate, Andy continues to be an advocate for children, working families, and small businesses, putting people first in Spokane and throughout the state. He has been particularly active as a legislative leader on early learning and K-12 education. He has also led efforts to pass legislation to increase transparency and equity in our democracy. He was the prime sponsor of the DISCLOSE Act of Washington, a bill which has increased transparency in state campaign finance. He was instrumental in the passage of numerous laws that expanded voter registration and participation, including same-day voter registration and 16-17-year-old voter pre-registration. In addition to serving as the Senate Majority Leader, Andy is a member of the Ways & Means and Rules committees. He also serves as co-chair of the Washington State Institute for Public Policy Board and the chair of the Sustainable Aviation Biofuels Workgroup. Previously, Andy served as co-chair of the Joint Select Committee on Early Achievers and on the bipartisan Education Funding Task Force that produced the legislative framework for fully funding our schools as ordered by the state Supreme Court. Prior to joining the Senate, Andy represented Spokane in the state House of Representatives. As vice chair of the House Transportation Committee, he helped craft the state’s bipartisan 2012 transportation budget that created more than 43,000 jobs across Washington. Andy also led legislative efforts to improve water quality in the Spokane River as the prime sponsor of HB 1489, earning him the 2011 Inter-Continental Smackdown Champion Award from Fuse Washington.
