About the Event

The SADC Lawyers’ Association (SADCLA) and Law Society of Zimbabwe (LSZ) are proud to announce the 20th Edition of the SADC-LA Annual Conference and General Meeting (ACGM). The ACGM will be held at the Elephant Hills Resort Hotel, Victoria Falls. Lexware Inc. is the official technology partner for the event.

President of Zimbabwe

Emmerson Dambudzo Mnangagwa is a Zimbabwean revolutionary and politician who serves as the third and current President of Zimbabwe since 24 November 2017.

Trevor Manuel
Former Minister of Finance, South Africa

Trevor Manuel is the Deputy Chairman of Rothschild, South Africa. Mr. Manuel was previously Minister in the Presidency: National Planning Commission in the South African Government (2009-2014). He was Minister of Finance from 1996 to 2009 during the presidencies of Nelson Mandela, Thabo Mbeki and Kgalema Montlanthe. Prior to this, he headed the Department of Economic Planning established in 1991 by the African National Congress. He was an activist and anti-apartheid leader, serving on the National Executive Committee of the United Democratic Front. His first portfolio was under President Nelson Mandela as Minister of Trade and Industry. He has served as a member of the National Executive Committee of the African National Congress since his first election in 1991 and subsequent re-election in 1994, 1997, 2002 and 2007. Mr. Manuel served as Governor of the Boards of the AFDB Group as well as the Development Bank of Southern Africa (DBSA). He also served as Chairman of the Board of Governors of the International Monetary Fund and as Chair of the Development Committee of the World Bank. He was appointed as Special Envoy to the UNSG on Financing for Development in 2002 and 2008. In 2010 he was appointed by UNSG to the High Level Advisory Group on Climate Change Finance and to the Board of Directors of the Global Green Growth Institute. Mr. Manuel was selected the “Global Leader for Tomorrow” in 1994 by WEF and named Euromoney’s African Finance Minister of the Year in 1997.

Brian Kagoro is a Zimbabwean lawyer. He was instrumental in the formation of Crisis in Zimbabwe Coalition. He has served as a consultant for several regional organisations including the African Union Commission, The New Partnership for Africa's Development (NEPAD) and the United Nations Economic Commission for Africa. He is also an academic who has published a number of articles on Zimbabwean and world politics.

Adebayo Olukoshi
Director for Africa and West Asia at International IDEA

Adebayo Olukoshi has more than 35 years of experience in the area of international relations, governance and human rights, both in the academic sector and in intergovernmental institutions. Olukoshi was a member of the African Union Assessment Panel and Chair of the Board of several Think Tanks, including European Centre for Development Policy Management and Open Society Initiative for West Africa. He also previously served as Director of the UN African Institute for Economic Development and Planning, as Executive Director of the Africa Governance Institute, as Executive Secretary of the Council for Development of Social Science Research in Africa, as Director of Research at the Nigerian Institute of International Affairs; Senior Research Fellow/Research Programme Coordinator of the Nordic Africa Institute in Uppsala, and Senior Programme Staff at the South Centre in Geneva.

Lovemore Madhuku
Professor of Law

Madhuku is a founding member of the National Constitutional Assembly (NCA), a pro-democracy group allied with the Movement for Democratic Change led by Morgan Tsvangirai. The group opposes the one-party rule of President Robert Mugabe and seeks to establish a democratic constitution.[4] Madhuku served as its vice president from 1997 to 2001 and its president from 2001 to 2011.Madhuku was awarded the 2004 Civil Courage Prize by the US-based Train Foundation, sharing it with Iranian activist Emadeddin Baghi. He is currently the President of the NCA Party and is a professor of law at the University of Zimbabwe.

Hilda is the Programme Manager at Electoral Commissions of SADC Countries, and has worked in the electoral space in Botswana.

Sasha Singh
Lawyer, ENSAfrica

Sasha Singh is a director in ENSafrica’s project development and project finance department. He specialises in energy (including oil and gas), infrastructure projects, natural resources and public private partnerships. Sasha’s experience includes advising on a variety of energy-related projects, with a focus on commercial aspects and the regulatory environment (including electricity, petroleum and gas legislation). He has advised on oil and gas and renewable-energy, including wind energy, solar energy and biomass projects. Sasha also has experience advising on sale of business and sale of share agreements; subscription agreements; shareholders agreements; and supply, distribution and agency agreements. He has experience in matters involving hospitals, prisons and office accommodation, and has participated in magistrate’s and high court litigation. Some of Sasha’s other areas of operation include dealing with rail-transportation agreements involving chemicals, iron ore, manganese and coal. Sasha has guest lectured on the energy module of the LLM degree at the University of the Witwatersrand and is an instructor for the Black Lawyers Association and regularly lectures on public private partnerships.

Xolani Maxwell Boqwana is an internationally respected lawyer, having occupied leadership roles in the Legal Profession at home and abroad. Max is the former Secretary General and later the President of the National Association of Democratic Lawyers (NADEL), a Co-Chairperson of the Law Society of South Africa for an unprecedented three-year term, and a Treasurer of the Regional body, SADC Lawyers Association and currently its President and has served as the Member of the Bureau of the International Association of Democratic Lawyers (IADL).
