About the Organizer

The International Governance and Risk Institute (GovRisk) is an independent UK consultancy that works solely on projects relating to integrity, with expertise in anti-corruption, risk, justice reform, and governance. GovRisk have an extensive portfolio of past and ongoing projects across the world, including several projects with the Government of Brazil. GovRisk conduct many projects for the UK Foreign and Commonwealth Office and a range of other donors, and have worked in over 45 countries on strategic projects related to upholding integrity.

Mr. Angelo da Silva is a career researcher of the Institute of Applied Economic Research (IPEA), having previously served in several lead positions in the public service, including: - Secretary of Fiscal Monitoring, Energy, and Lottery (SEFEL, 2018); SEFEL’s Deputy Secretary for Fiscal Governance and Lottery Regulation (SEFEL, 2016-2018); General Coordinator of Fiscal Policy of the Secretariat of Economic Policy of the Ministry of Finance (SPE, 2003- 2004; 2007-2008) and - Secretary of Strategic Projects in the government of Maceió (2013-2016).Academic Background: Mr. Angelo da Silva received a bachelor’s degree in Economics from the Federal University of Alagoas in 1998, a master’s degree from the Graduate School of Economics of the Getulio Vargas Foundation in 2001, and a PhD in Economics from the University of Brasília in 2009. He also studied the regulation of games and lotteries in the University of Nevada.

Ms. Tatiana Mesquita Nunes is a state attorney for Brazil at the Extrajudicial Issues Department in the Office of the Attorney General of the Union and the President for the Brazilian Antidoping Unique Court. She has developed actions on anticorruption, especially in the negotiation of leniency agreements and on prevention measures inside government. She is the Brazilian representative on IPACS – International Partnership against corruption in sports and academically studies governance of sports organizations in her master’s degree. She worked on the judicial consultant team for the Olympic Games in Brazil and was elected the first female President for the Brazilian Antidoping Unique Court.

Bichara Abidão Neto

Bichara Neto has vast experience as counsel in arbitration procedures before the Court of Arbitration for Sport (CAS), where he frequently deals with ethics and discipline, doping, and international transfers of players. Bichara stands out as the chairman of Brazil’s Superior Court of Sports Justice for Equestrian (STJD) and for his prominent work before the CAS ad hoc and anti-doping divisions during the 2016 Rio Olympic Games. Further to directly acting as counsel for several athletes, Bichara was invited by the Rio de Janeiro Bar Association (OAB/RJ) to coordinate the training of the pro bono arbitration counsel programme for the 2016 Olympic Games. At an academic level, he is frequently a visiting lecturer to postgraduate and MBA courses in labour law, sports management and sports law in Brazil and abroad; and is the author of several publications in sports and labour law.

He has been to dozens of countries making news coverage, including the last three World Cups and the "Fifagate" trial in the United States.

Since June 2015 he is a Member of the Global Lottery Monitoring System Executive Committee and since June 2017 elected President and re-appointed again in May 2019 for the term 2019-2021. Since May 2019 he is also a Member of the World Lottery Association (WLA) Sports Integrity Committee. Since May 2015 he is a Member of the American Gaming Association Sport Betting Task Force. From 2006 to 2016, Ludovico was Head of Betting and since 2009 on the Board of Directors of Lottomatica Betting Ltd, acting as CEO from 2009 to 2016 and as Board Director from 2016 until today. From May 2013 Ludovico was Vice President, Product Marketing Betting at GTECH Plc and from April 2015 until August 2017, held the position of Senior Vice President Global Product Marketing Betting at IGT. Earlier in his career, he worked for Sisal SpA (Italy) and William HILL Plc (UK). Since September 2017 Ludovico has funded his own Strategic Betting Consultancy Practice providing strategic, regulatory and operational consultancy services to private and public stakeholders including lotteries, private licensed operators, governments, ministries of finance, regulators, sport federations and law enforcement agencies.
