Jan joined BG in 2012 as Project Manager of chartered new construction projects. When BG became part of Shell in 2016, he continued in this position managing charterer’s oversight and assurance for four 174K TFDE LNG carriers in China, 3 Suezmax DP2 shuttle tankers and one VLCC in South Korea. Since the completion of the newbuilding programme in 2017, he has been providing technical guidance and assurance from the marine perspective on various FPSO life extension projects in Brazil.

Robert Brook
Marine Assurance. Regional Marine Superintendent.

Bob joined the British Royal Navy in 1983, sailing as a Junior Engineer on Frigates. He served in the West Indies in the Huracane disaster relief, and whilst in the Persian Gulf during the Iran/Iraq war he was part of the Nato taskforce escorting Tankers in and out of the Gulf. He joined Chevron Shipping in 1990, as a Engineer Officer. His last job at sea was on the Capricorn Voyager, training cadets. He came ashore in 2007 as Training Officer and joined the Marine assurance team in 2010.

Dave Wall
Senior Technical Adviser, OCIMF

Dave joined Chevron Shipping as a 3rd engineer in their international fleet and rose through the ranks to eventually sail as Chief Engineer on lightering ships and VLCCs. Dave is seconded to OCIMF from Chevron where he has held several leadership roles in Chevron Shipping throughout the past 30 years. Most recently Dave held the manager’s position in the Marine Services group in San Ramon.

Patrick joined OCIMF as Compliance Manager from ConocoPhillips where he was working within a joint industry project to enhance industry subsea well containment response capabilities. Following more than 20 years sailing on oil tankers, breakbulk, bulkers, RORO and survey vessels, of which 8 years as Master with Maersk Line Ltd on their US oil tanker fleet, Patrick joined ConocoPhillips as Marine Terminal Adviser.

Rahul joined Chevron Shipping as a 3rd engineer in their international fleet and rose through the ranks to eventually sail as Chief Engineer on the VLCC fleet. For the past year, Rahul has been working on Chevron’s new construction projects as a Sr. Hull & Systems engineer in Chevron’s San Ramon office.

Leo began his maritime career in 1976 with Nolty J. Theriot on Ocean going tugboats. He sailed internationally as Master for 22 years before coming ashore as Vessel Superintendent, and then Project Manager for New Construction for K-Sea Transportation. In 2011 he joined the Kirby Corporation where he serves as Manager of Quality Assurance for the Kirby Marine groups. Leo is VP of the Propeller Club of New Orleans, and is also a member of National Association of Marine Surveyors.

Jim is a 1990 graduate of Mass Maritime. He sailed for Exxon as 3rd Mate, Chief Mate and held a USCG Master’s License. In 2004, Jim came ashore to work for STUSCO as a Marine Technical Advisor, and also became a Cat1 SIRE Inspector and an ISM auditor. In 2009 he worked as an MTA for Shell’s refineries in Houston. In 2011 he became the Regional Team Lead of Vessel Quality Assurance. In 2013 his role expanded to include oversight of all 3rd party vessels and terminals in the Americas.

David Vaughn

Dave joined SeaRiver in 2014 as a Senior Nautical Advisor after a 28 year career with the U. S. Coast Guard where he served in a variety of roles both at sea and ashore. He culminated his Seagoing career as Captain of the USCGC POLAR SEA. He assumed his current role in Sep 2018 where he manages Marine Quality Assurance for Exxon’s U. S inland and coastal operations.

Dominic is Managing Director of MIS, a technology firm focussed on the specific needs of organisations involved in marine assurance activities. MIS develop and operate OCIMF’s programme systems, including SIRE, OVID and MTIS. Holding significant experience within the Marine Assurance sector of the oil and gas industry, Dominic and his team operate exclusively with MA software and work alongside OCIMF secretariat and members in supporting the activities of the programme workgroups.

Jeff started sailing as an unlicensed rating with ChevronTexaco after graduating from the Massachusetts Maritime Academy with a BS degree in Maritime Transportation. He joined OSG a year later as a Third Officer where he spent the next 10 years moving up the ranks eventually settling into the role of Chief Officer. From there he transferred ashore and has spent the last 5 years supporting OSG’s fleet.

Brian serves as the Director, Safety & Environmental Stewardship, where he oversees continuous improvement efforts to promote safety, security and environmental stewardship, for the AWO, the advocate for the US tugboat, towboat and barge industry. Specifically, he administers members’ compliance with AWO’s safety management system and the activities of the safety committees. Mr. Bailey is an executive-level professional with 10+ years specializing in the management of organizations and programs.
