He has 25 years progressive healthcare industry and health policy experience. Mike spent fifteen years at the Centers for Medicare and Medicaid Services (CMS), where he held a number of senior regulatory and policy making positions pertaining to Medicare, Medicaid and the Affordable Care Act. Jim Adkins from Augusta Georgia began in EMS in September of 1969. He went on to obtain EMT and then Paramedic certifications, he is a charter member of NEMTA, he was a EMT-A certified instructor. He has many certifications and awards for his 50 years of service in EMS. He began his own ambulance service in 1976 and added alternative transport services by stretcher & wheelchair in 1980. His company has served in many venues from 911 primary and 911 secondary partner, to sole source county EMS provider, to a public/private 911 partnership. His company operates in multi-states and provides ground and air transport services.

Community Transportation Association of America Executive Director Scott Bogren has been working with, writing about and covering the community and public transportation industry for more than three decades. His experience with CTAA includes being Editor-in-Chief of Community Transportation magazine; crafting the Association's various legislative, policy and regulatory positions on Capitol Hill; and shaping CTAA's communications, training and leadership activities. Matthew W. Daus, Esq. currently serves as Transportation Technology Chair at the City University of New York’s (CUNY) Transportation Research Center of The City College of New York, where he conducts research, and continues to be extensively published as an expert on ground transportation regulation and technology. As a CUNY Distinguished Lecturer for the past 9 years, he taught courses on transportation history, policy, sustainability, for-hire regulation and technology. Mr. Daus also continues to serve for the past 10 years as President of the International Association of Transportation Regulators (IATR), a non-profit educational and advocacy peer group of government transportation regulators from around the world promoting best regulatory and innovative practice. Commissioner Daus is the longest serving Chairman of the New York City Taxi and Limousine Commission (TLC), serving for 8 ½ years. Prior to his tenure as Commissioner, Mr. Daus served in executive and other positions in NYC government for almost 20 years at several agencies including as General Counsel to the TLC and the NYC Community Development Agency, as Special Counsel to the TLC and NYC Trade Waste Commission, as a NYC Human Rights Prosecutor, and as Commissioner of the NYC Civil Service Commission. Alex comes from a background in public health, and has a passion for helping communities identify and address social determinants of health, especially through transportation. At the Community Transportation Association of America, Alex supports the organization’s human-centered design work through a variety of technical assistance projects including the National Center for Mobility Management. Alex also researches trends and developments within health care access and transportation. Her work focuses on non-emergency medical transportation, transportation’s role as a social determinant of health, and the public’s access to health care through analysis of public health coverage through state and federal health and transportation policies. Across her projects, Alex works to provide strategies and products that help build capacity among mobility management and transportation practitioners from around the country. Steve Lewis is a visionary leader with 30 years of experience in medical transportation as a service provider, senior executive and strategic consultant for non-profit, privately held and publicly traded organizations. He was an early site review team leader for the Commission on Accreditation of Ambulance Services (CAAS) and played an instrumental role in the development of CAAS. He has led high performance multi-site operations across the West and is well regarded for his M&A, system integration, business development, non-profit management and performance improvement leadership. Steve recently returned to consulting after four years leading the emergency road services group for AAA where he championed an unprecedented turnaround in service quality by 650 contracted service companies in seven states responding to 2.7 million emergency requests per year from Nome to Nogales. His AAA role also provided early insight into the rapidly evolving Mobility as a Service (MaaS) and autonomous vehicle advancements now underway. A graduate of Northwestern University, he later completed his MBA at the University of Denver and executive education at Harvard, Duke, University of Chicago, University of Michigan and Arizona State. This work includes developing innovative pilot programs for the NYS Medicaid Delivery System Reform Incentive program (DSRIP), serving as the chair of an Anti-Poverty Transportation Policy Subcommittee and member of the executive steering committee of the local Performing Provider System. 2) A private consultant for transportation solutions in Western New York focusing on NEMT and social determinants of health. 3) An expert witness on transportation liability cases through the Expert Institute. 4) A Commissioner of the Rochester Regional Transportation Authority; appointed by the Governor of NY and representing the City of Rochester. 5) A Board member and past president of the Community Transportation Association of America. Prior to his “retirement” in 2016, Mr. McDonald had: 1) Thirty three years executive management experience as executive director of Medical Motor Service, Rochester, New York (MMS). MMS is Rochester’s largest not for profit, non-emergency, specialized, transportation agency providing accessible trips for medical, social service, personal and community programs and services. In that capacity he was responsible for strategic planning, program development, budgeting, personnel practices, compliance with applicable laws and regulations, oversight of hiring and training of drivers and accident and liability investigation. (Retired March 2016) Mr. McDonald has a Bachelor of Arts degree in Sociology from the University of Detroit and a Master of Public Administration from the State University of New York.

Brendan began his career as a paramedic with American Medical Response (AMR) and held several executive positions with AMR during his 20-year career, including Regional Vice President/ General Manager, Director of Operations and Director of Communications.
