Ahmed heads the centralised global ship vetting and clearance function, the Marine Policies, Audits & Training activities within the ENOC Group. He has a Masters degree in Management and technical diploma in ship surveying. Ahmed is a member of OCIMF/INTERTANKO Joint Steering Committee, the CAV Working Grp and other relevant IMO & INTERTANKO working groups. Ahmed is an Accredited OVID Inspector and is the current Regional Marine Forum Champion in the Middle East.

Dave Wall
Senior Technical Adviser, OCIMF

Dave joined Chevron Shipping as a 3rd engineer in their international fleet and rose through the ranks to eventually sail as Chief Engineer on lightering ships and VLCCs. Dave is seconded to OCIMF from Chevron where he has held several leadership roles in Chevron Shipping throughout the past 30 years. Most recently Dave held the manager’s position in the Marine Services group in San Ramon.

Ricardo Martinez

Ricardo began his career at sea in 1991 sailing as an engineer in the United States Navy. After that he completed a Bachelor of Science degree in Naval Architecture and Marine Engineering. Ricardo joined Chevron in 2004 and has worked their Technical, Operations and Safety departments. In his last role in Chevron he was involved in an advocacy and regulatory affairs network that included OCIMF. In 2018, Ricardo joined the OCIMF Secretariat as Technical Advisor – Engineering for a 3-year secondment.

Captain Al Ali started his career with NGSCO in 1996 as deck cadet and made his way through the ranks until he sailed as first UAE National Master on LNG carrier in 2008. Later in 2009 he joined the head office of ADNATCO-NGSCO to serve as Operations Manager, Tanker Fleet Manager and in 2013 was appointed Senior Vice President of Operations supervising the Operations of all LNG, Tanker and Dry Bulk Fleets as well as Marine personnel. In 2017, following the merger of ESNAAD, IRSHAD and ADNATCO, he assumed the role of Senior Vice President Shipping at ADNOC Logistics & Services to supervise the operations of all Shipping Fleet.

Eirik Nyhus
Director Environment, International Regulatory Affairs, Norway, DNV GL

Mr Eirik Nyhus has held the position of DNV GL Maritime Director, Environment, since 2009. His key responsibilities include following and engaging in the development of maritime environmental policies and regulations at international, regional and country level. Sharing gained insight with customers is an integral part of these responsibilities. His background includes activities within marine classification and consulting, field work both offshore and as a maritime CAP-surveyor, and a five year period at DNV Research & Innovation specialising in maritime energy efficiency and air emission issues. He supports the Norwegian government as an advisor to its IMO MEPC delegations, and is the DNV GL member in International Association of Class Societies Environmental Panel. Eirik Nyhus graduated from the Norwegian Technical University in 1991 and holds an MSc in Naval Architecture and Marine Engineering.

Khalid Alhammad
Director Fleet Mgt, Bahri Ship Management

A 28-year veteran of Saudi Aramco, Vela International Marine Ltd, and Bahri. Alhammad worked as an Operations Engineer for Saudi Aramco’s Terminal Department from 1997 till 2002. He left S. Aramco and joined Vela as Site Inspector, then Site Manager for Vela’s Shipbuilding Department working on the building of 4 MR Tankers and 10 VLCC’s in South Korea between 2004 and 2010. In 2011 moved back to Vela’s office in Dubai as Technical Manager then Fleet Manager until the merger with Bahri in 2014. At Bahri, Alhammad moved up the ranks to the current position of Director, Fleet Management overseeing a fleet of 92 vessels including 45 VLCC’s. Alhammad holds a bachelor’s degree in electrical & electronics engineering from Oregon State University.

Frans obtained his “Master in Nautical Science” certificate from the Antwerp Maritime Academy. After an extensive career at sea on different types of vessels, he sailed as Master on chemical tankers. Frans holds various advanced qualifications including an MBA in Shipping & Logistics. He worked as marine superintendent, inspector, DPA, HSQE Manager, General Manager and Vetting Manager for tanker owners and in various tanker management companies in Belgium, France and Germany. Frans joined INTERTANKO in August 2018 as Vetting Manager where he is responsible for responding to queries and provide guidance to members on issues pertaining to Vetting and general HSQE matters. Development of INTERTANKO Vetting Guides, organising Vetting Seminars and Forums and supporting the further development and upgrading of INTERTANKO internal database and benchmarking tools form part of his daily duties. He further develops the crucial collaborative work with OCIMF/CDI and other industry organisations.

In October 1980 Panagiotis graduated from the National Technical University of Athens as a Naval Architect & Marine and Mechanical Engineer M.Sc. After his graduation he had one year sea service period as 3rd class engineer in a passenger ship and a tanker. His shore service started in Alfa Laval (1983-1984) and then in Avin International SA (1984-2000) and Athenian Tankers (2000-2001) as fleet superintendent and then in various managerial positions. Since 2001 Panagiotis has been the Managing Director at Roxana Shipping SA - Kristen Marine SA for a fleet of 15 tankers and bulkers.

Managing Director, QHSE and Training, Anglo-Eastern Ship Management Ltd.

Capt. Pradeep Chawla joined at sea with Shipping Corporation of India in 1974. He got his command at the age of 29. He has been with Anglo-Eastern Ship Management since 1985. He is the Group Managing Director, QHSE and Training with the Anglo Eastern Univan Group, based in Hong Kong. He is directly in charge of QHSE and Training for over 650 vessels. He overlooks the training and development of over 28,000 sailing staff and 1,700 shore staff out of which 18,000 seafarers are from India. He set up the Anglo-Eastern Training Centres in India in 1993 and the Anglo-Eastern Maritime academy (AEMA) in 2009. AEMA trains 440 students each year, who are all employed in the company. He has conceptualized and implemented IT platforms for a Learning Managing System, a Competence Management System and a Virtual Reality Training System.

Patrick joined OCIMF as Compliance Manager from ConocoPhillips where he was working within a joint industry project to enhance industry subsea well containment response capabilities. Following more than 20 years sailing on oil tankers, breakbulk, bulkers, RORO and survey vessels, of which 8 years as Master with Maersk Line Ltd on their US oil tanker fleet, Patrick joined ConocoPhillips as Marine Terminal Adviser.

Andrew Dogherty’s career began in 1975 with Houlder Brothers on oil, gas and chemical tankers. In 1980 he joined ExxonMobil where he served for 33 years in a variety of marine assignments including; ship and terminal operations, marine quality assurance and HSSE. Andrew’s experience also includes 2 years with BG Group, assignments to the OCIMF Secretariat as Deputy Director, Ports & Terminals Committee Chairman, Chairman of the MEG4 revision Steering Group and currently ISGOTT Project Adviser.

Director, MIS Marine

Dominic is Managing Director of MIS, a technology firm focussed on the specific needs of organisations involved in marine assurance activities. MIS develop and operate OCIMF’s programme systems, including SIRE, OVID and MTIS. Holding significant experience within the Marine Assurance sector of the oil and gas industry, Dominic and his team operate exclusively with MA software and work alongside OCIMF secretariat and members in supporting the activities of the programme workgroups.

Russell Pegg graduated from Britannia Royal Navy College in 1979 to complete a full commission in the Royal Navy. He served in a variety of sea going appointments before qualifying as a Warfare Officer in 1989 followed by staff training in South Africa & assignments in Washington DC and the UK Ministry of Defence. In 1999, he was appointed Head of Policy at the Directorate of Overseas Military Activity which led to international appointments at NATO and in January 2008 a move to Naples where he served as the Head of Operations at NATO’s Maritime Command responsible for the Article V Operation, ACTIVE ENDEAVOUR. Developing the policy to create a UK National Maritime Information Centre to enhance maritime development, safety, security & resilience, he was appointed as the inaugural Director in 2010, a post he continued to hold after leaving the Royal Navy. Russell joined the Secretariat in May 2014. He was awarded the NATO Meritorious Medal and made an Officer of the British Empire for services to maritime security in 2008. He is a Fellow of the Chartered Management Institute and Associate Fellow of the Nautical Institute.

Anup is a Master Mariner who started his career with SCI and then went on to sail with Barber Ship Management in senior rank on their tankers. He later joined their office in Dubai to serve in their Post fixture department. He moved to Mideast Ship Management (Bahri) in 2003 where he has served in various capacities as a Ship operator, Marine Superintendent, Marine Manager and presently serves as the HSSEQ Manager and DPA/CSO. Besides his nautical qualifications, he has a LLM in International trade law and is a member of the Institute of Chartered Ship Brokers and Nautical Institute.

Born in London, Chris joined the Royal Navy in Nov 1976 as a Junior Naval Air Mechanic 2nd class. He served in a variety of Anti-Submarine Warfare Naval Air Squadrons as a helicopter engineer based mainly in the West of England at the Royal Naval Air Station Culdrose. Deployed in a number of RN Warships ranging from Aircraft Carriers and ASW frigates to Royal Fleet Auxiliaries (RFA), he has seen service in the Falkland Islands, Sierra Leone and on patrol with the West Indies guard ship to highlight a few. Selected for Officer training in 2006, he attended Britannia Royal Navy College and after graduation was appointed to the Maritime Aviation Support Force. During this time he was seconded to the UK Joint Helicopter Command for 6mths, serving in Helmand province Afghanistan on Op Herrick 5. After deployments to the Middle East embarked in Royal Fleet Auxiliary vessels, Chris was promoted to Senior Naval Officer in RFA Argus the RN’s Aviation Training and Primary Casualty Receiving Ship. After 34 yrs he left full time naval service in 2010. As a civilian he returned to Afghanistan to manage an aviation contract for the UK Foreign and Commonwealth Office (FCO) based in Kabul and under contract to the British Embassy he was responsible for the day to day provision of a 19 seat aircraft to facilitate FCO personnel moves throughout Afghanistan. Remaining active in the RN Reserves, in 2015 he was offered the role of 2iC with the UKMTO Dubai initially for a period of 6mths which has since been extended to the present day and has seen him recently promoted to Lt Cdr and OiC UKMTO Dubai. A keen sportsman, he represented the RN at soccer and represented the Fleet Air Arm in the prestigious RN Field Gun Competition.
