We welcome award-winning educator and LGBTQ+ advocate, Jessica Halem, MBA, to unpack the complex issues of health equity in her Keynote Address: “It Starts Here: Addressing Bias and Trauma in Healthcare.” 

Our CEU-eligible program also includes: The Long-Term Effects of COVID-19 on Cognition and Brain Function; Exploration of Multidimensional Therapies for Managing Chronic Pain, Including Non-Medication Modalities; Addressing Depression in Patients with Chronic Conditions; Bringing Care to the Patients (Home visits: the why, the how, and the reimbursement); and the Closing Address: The Neuroscience of Pain, Addiction, and Trauma.

A time-lapse gaphic summary of the conference will be facilitated by Taslim van Hattum, LCSW, MPH, and closing remarks by Kristen Bigelow-Talbert, CPHQ, MSHM. 

As allowed by presenters, Bi-State will make recordings and/or materials available to attendees in the days following the conference.

Bi-State Primary Care Association is a nonpartisan, nonprofit organization that represents New Hampshire and Vermont’s 28 Community Health Centers serving over 315,400 patients at 143 locations across every county in New Hampshire and Vermont. Bi-State works to promote access to quality, affordable primary health care with an emphasis on reaching underserved populations. Bi-State Primary Care Association was founded as a 501(c)3 charitable organization in 1986 with offices in Bow, New Hampshire, and Montpelier, Vermont. Bi-State Primary Care Association holds a cooperative agreement with the Health Resources and Services Administration Bureau of Primary Health Care (BPHC) to provide training and technical assistance (T/TA) to safety-net providers. This T/TA is based on statewide and regional needs to help health centers improve programmatic, clinical, and financial performance and operations. Under this cooperative agreement, Bi-State also helps health centers and look-alikes plan for the growth of health centers in their state, as well as develop strategies to recruit and retain staff. Maureen Boardman has been a Family Nurse Practitioner for 30 years. Maureen graduated from the University of Maine with her BSN in 1988 and the University of Tennessee, Knoxville in 1991. Maureen has been employed for the last 16 years at Little Rivers Health Care, where she is the Director of Clinical Quality. Maureen also teaches at Dartmouth Geisel School of Medicine, where she is a Clinical Assistant Professor of Community and Family Medicine and the Clinical Research Director of the Dartmouth, Northern New England Primary Care Research Network. Maureen became a Fellow in the American Association of Nurse Practitioners in 2016. She is a member of Sigma Theta Tau and National Association of Nurse Practitioners in Women’s Health. Maureen is also a champion for Shot@life, an UN organization to promote childhood vaccination in developing countries. Maureen also currently serves on the Vermont State Board of Nursing subcommittee for Nurse Practitioners. Maureen has authored numerous journal articles. She lives in Bradford Vermont with her husband and two children.

Jessica Halem is an award-winning lesbian with accolades from GLMA, Harvard, Howard Brown Health, and The Advocate magazine. As the inaugural LGBTQ Outreach and Engagement Director at Harvard Medical School, she was unique in her role among medical schools. During her six year tenure, she grew the first-year class from 4% to 15% LGBTQ and the OutList to 350 faculty and staff. A long-time fundraiser, she secured a $1.5 million dollar grant to integrate sexual and gender minority health equity into the Harvard curriculum. Previously, Jessica ran the Lesbian Community Cancer Project in Chicago where she implemented the nation’s first cultural competency trainings for the CDC and served on then-candidate Obama’s first LGBT Advisory Committee. Jessica has published on transgender health, optimism and organizational change, and mentoring across difference. Jessica uses her improv training and comedy experience to coach individuals and teams on inclusive communication strategies, remains committed to supporting LGBTQ+ medical students, and is a dynamic keynote speaker. She serves on the Board of the Tegan and Sara Foundation, Friends of Buck’s Rock, and lives on the Outer Cape with her partner Jen Manion, who is a Professor of History and Sexuality, Women's and Gender Studies at Amherst College.

Tor Wager is the Diana L. Taylor Distinguished Professor in Neuroscience at Dartmouth College. He received his Ph.D. from the University of Michigan in Cognitive Psychology in 2003, and served as an Assistant (2004-2008) and Associate Professor (2009) at Columbia University, and as Associate (2010-2014) and Full Professor (2014-2019) at the University of Colorado, Boulder. Since 2004, he has directed the Cognitive and Affective Neuroscience laboratory, a research lab devoted to work on the neurophysiology of affective processes—pain, emotion, stress, and empathy—and how they are shaped by cognitive and social influences. Dr. Wager and his lab are also dedicated to developing analysis methods for functional neuroimaging and sharing ideas, tools, and scientific data with the scientific community and public.
