The California Taxpayers Association will hold its 96th Annual Meeting and associated events June 1-2 in Sacramento. Our meeting will take place steps away from the California State Capitol, and feature engaging discussions on timely tax policy developments and unique opportunities to network with the leading voices shaping tax policy in California.

ANNUAL MEETING PROGRAM PREVIEW:

Breakfast With the Board of Equalization. Join us for a networking breakfast and a panel discussion with State Controller Betty Yee and the elected members of the State Board of Equalization, including the chair, who also sits on the Franchise Tax Board. The panel members will discuss what’s new in state and locally assessed property tax administration.

Examining California's Sales Tax with the California Department of Tax and Fee Administration. Nicolas Maduros, director of the California Department of Tax and Fee Administration, and Trista Gonzalez, Chief Deputy Director, will update taxpayers on the administration of California's sales and use tax, including issues related to Technology Transfer Agreements, changes to the statistical sampling audit manual, and marketplace facilitator regulations. Maduros has been the director of the department since July 2017, shortly after the CDTFA was created as part of a reorganization of the state tax agencies.

Fixing Upland: The Future of Taxpayer Protections and the Two-Thirds Vote on Taxes. Brad Marsh (Greenberg Traurig), Nikki Dobay (Eversheds Sutherland), Marty Dakessian (Dakessian Law, LTD), and Tom Hiltachk (Bell, McAndrews & Hiltachk) will discuss the evolution of Proposition 26 of 2010 – the CalTax-sponsored ballot measure that redefined the process for how a tax becomes law. Panelists will evaluate the subsequent court cases that have reinterpreted Prop 26 and preview possible changes to the tax-vs.-fee debate.

Keynote Lunch Speaker: A conversation with Anne Marie Schubert. Sacramento County District Attorney Anne Marie Schubert is a candidate for state attorney general – California's top prosecutor and the person responsible for writing the official title and summary of every measure that appears on the ballot, including all tax measures. The Attorney General’s Office has also been a leading advocate for making changes to the False Claims Act. She will discuss her successful prosecution of the Golden State Killer, her office's investigation of a $30 billion unemployment insurance fraud scandal in California, and other notable cases. Shubert is the only major candidate for statewide office who is not a member of either major political party.

Navigating California Income Tax: An Essential Update on the FTBCarley Roberts (Pillsbury Winthrop Shaw Pittman LLP), Michael Vigil (Andersen Tax), Shail Shah (Reed Smith) and Kathy Freeman (Deloitte) will discuss emerging issues at the Franchise Tax Board, including ongoing activities at the agency, audit trends, litigation, and regulatory projects.
