Course Description:

This class is designed for auxiliary communicators and groups who volunteer to provide backup radio communications support to public safety agencies. Typically, this includes amateur radio and Radio Emergency Associated Communications Team (REACT) communicators and other types of volunteer communicators. This course focuses on auxiliary communications interoperability, the relationship between the COML and the volunteer, emergency operations center (EOC) etiquette, on-the-air etiquette, Federal Communications Commission (FCC) rules and regulations, auxiliary communications training and planning, and emergency communications deployment. It is intended to supplement and standardize an operator’s experience and knowledge of emergency amateur radio communications in a public safety context.

Course Provider:

The Department of Homeland Security (DHS) Office of Emergency Communications (OEC) supports and promotes communications used by emergency responders and government officials to keep America safe, secure, and resilient. Since its inception, the OEC Interoperable Communications Technical Assistance Program (OEC/ICTAP) has delivered over 1,600 technical assistance courses and workshops in every State and Territory to enhance the capabilities of emergency responders and government officials to communicate in the event of natural disasters, acts of terrorism, or other man-made disasters.

***PREREQUISITES***

  • FEMA IS-100.b, IS-200.b, IS-700.a, IS-800.b (Please note the lettered suffix of these courses. Students are required to have the latest curriculum revision of these courses as designated by the required letter suffix. All of thses courses are available on-line as independent study at FEMA's Emergency Management Institute here)
  • An Active FCC amateur radio license
  • An affiliation with a public safety agency (It is the intent of DHS OEC to ensure that attendee's to this class are supporting a public safety organization of some type and can use this training to the benefit of the organization they are supporting. This could include, but is not limited to, a fire department, sheriff's office, emergency operations center, public safety answering point, incident management team, etc... However, please note that affliation with ARES alone is not sufficient - it must be a public safety organization (typically state or local government)

Course completion certificates for the prerequisite coursework must be recieved and reviewed prior to your registration being complete. The preffered method will be to scan and e-mail your course to: dustin.willett@pennco.org
