Rob began his career in the marine industry as a Technician Apprentice for the UK MOD at Rosyth Dockyard. Subsequently he attended Glasgow University, where he graduated in 1985 with a degree in Naval Architecture and Ocean Engineering joining Lloyd’s Register as a Marine Surveyor.
In 1992, he moved to Mobil Shipping Company Limited and held a number of positions within that organisation including Fleet Operations Superintendent.
In 2000, as part of the ExxonMobil merger, Rob transitioned to IMT where he led their Nautical and Technical Services team, providing support for the fleet and into Upstream Marine Projects. Following this assignment, he was appointed Project Manager, ExxonMobil Development Company, where he was responsible for the development, construction and installation of the Banyu Urip offshore facility.
In 2010, Rob commenced a commercial leadership role in ExxonMobil’s chartering affiliate as Manager, Marine Transportation Optimization, Europe Africa and Middle East. In 2014 he became Manager, Global Field Engineering & Logistics, where he led the marine team responsible for supporting ExxonMobil’s Aviation & Marine Fuels & Lubricants global function.
Rob was seconded into OCIMF in 2016 as Senior Technical Adviser, where his principal duties included Secretary to the Ports and Terminals Committee, PTC subcommittees and Working Groups and heading up the small team of Technical Advisers. Rob moved to the position of Director in June 2018.
Senior Technical Adviser, OCIMF
Dave joins us from Chevron where he has held several leadership roles in Chevron Shipping throughout the past 30 years.
After completing a cadetship in the UK, Dave joined Globtik tankers and then Kuwait tankers as an engineering officer. In 1986 Dave joined Chevron Shipping as a 3rd engineer in their international fleet and rose through the ranks to eventually sail as Chief Engineer on lightering ships and VLCCs. In 2002, Dave accepted a shore based position in San Ramon California, as an engineering Superintendent and in 2007 moved to a Marine Superintendent position within the newly formed Marine Assurance group.
In 2010, Dave accepted a team leader position in the Marine Services group and was responsible for fleet support projects and new construction. In 2013, Dave was asked to lead a new construction site team based in South Korea with responsibility for a 13-ship new building programme in Korea and China which included LNG carriers, VLCCs, lightering tankers and DP shuttle tanker.
In 2015, Dave moved back to San Ramon into the manager’s position in the Marine Services group.
OCIMF Compliance Manager
Patrick joins us from ConocoPhillips where he was working within a joint industry project to enhance industry subsea well containment response capabilities.
Following more than 20 years sailing on oil tankers, breakbulk, bulkers, RORO and survey vessels, of which 8 years as Master with Maersk Line Ltd on their US oil tanker fleet, Patrick joined ConocoPhillips ashore. In his first role he was Marine Terminal Adviser - Vetting in the ConocoPhillips Marine Risk Management team where he provided suitability guidance on tank vessels, barges and terminals, as well as acting as a SIRE inspector and quality assurance auditor.
In his current role, Patrick has established 8 shore-based locations for emergency response equipment in 6 countries and has authored and contributed to the first set of industry guidelines for subsea well containment on industry areas extending across mutual aid, SIMOPS, response vessel selection and emergency mobilization logistics including air freight. Patrick is a graduate of the United States Merchant Marine Academy, Kings Point, where he received a Bachelor of Science degree in Marine Transportation.
Technical Adviser (Barges)
Matthew began his career at sea in 1997 sailing as a Cadet and then Marine Engineer Officer in the Mobil Shipping fleet after completing his Bachelor of Engineering Degree (Hons) in Mechanical and Offshore Engineering.
Matthew moved ashore in 2003 within the Technical Services Group in IMT, as a Project Engineer supporting marine projects in IMT and in ExxonMobil’s upstream and downstream organisations. In this role, he acted as the vetting quality assurance subject matter expert for upstream LNG projects and conducted due diligence on IMT’s barge structural review programme. A few years later he moved to the Safety, Security, Health and Environmental Group as the Operations Integrity Advisor Deputy Designated Person Ashore and Chief Security Officer.
He then transitioned into marine quality assurance in IMT as a Tanker Management and Self Assessment (TMSA) reviewer, meeting with ship and barge operators to promote and advise on IMT’s marine quality assurance expectations. A period in Marine Fuels bunkering the ExxonMobil Affiliate Term Charter fleet helped him develop his knowledge of commercial shipping operations.
Matthew returned to IMT as Senior Marine Quality Assurance Advisor, where he is responsible for inland European barge vetting and the European Barge Incident Desk, as well as TMSA reviews, meetings with operators and developing and presenting at operator forums. As the IMT representative to OCIMF for barge safety issues, Matthew helped develop the European Barge Inspection Questionnaire (the barge equivalent of SIRE’s Vessel Inspection Questionnaire) and was a founding member of the Europe Inland and Coastal Barging Focus Group.
Legal Counsel, OCIMF
Philip Pascoe joined OCIMF as the General Counsel in April 2007. Philip spent 10 years in the Royal Navy as a Seaman Officer where he specialised as a Hydrographic Surveyor. He served in many parts of the world including spending a year working with the United Nations in Cambodia.
After leaving the Royal Navy, Philip completed a Master of Science Degree in International Transport at the University of Wales College of Cardiff. He studied law attending the College of Law in Guildford. Philip qualified as a Solicitor in 1998 at the maritime law firm Constant & Constant in London. During his time in private legal practice he experienced a broad range of wet, dry, ship building and trade disputes. Philip left Constant & Constant as a salaried partner to join OCIMF.
Product Director, MIS
Roger is the Product Director of MIS, a technology firm focussed on the specific needs of organisations involved in marine assurance activities. MIS develop and operate OCIMF’s programme systems, including SIRE, OVID and MTIS. Holding significant experience in the Marine Assurance sector of the oil and gas industry, Roger and his team operate exclusively with MA software and work alongside OCIMF secretariat and members in supporting the activities of the programme workgroups.
