“ Planning for a Modern Organic Industrial Base“

Abstract: U.S. Army Materiel Command (AMC) manages the Army's Organic Industrial Base (OIB) – a network of 23 government-owned depots, arsenals, and ammunition plants – which provide installation and materiel readiness at a global scale. The OIB consists largely of facilities constructed during and shortly following WWII, with minimal reinvestment over the last several decades to transform facilities for modern processes and workflows. AMC launched a master planning program in FY14 aimed at examining OIB facilities and infrastructure to develop a framework for future development, focused on modernization, to meet the needs of both legacy and objective programs for weaponry and ammunition. This session will provide an overview of the role of real property master planning in the Army's OIB modernization initiative, and the importance of the planning process on facilities sustainment and investment. The discussion will focus on planning approaches adapted for the unique OIB environment, alignment with current modernization goals and strategies, as well as the facility programming process and impacts on plan implementation and project execution. Project examples from AMC OIB master plans will be examined that demonstrate the planning process, stakeholder input, and plan outcomes.
