Protection Technical Workshop


ACEC of Vermont is excited to to announce the 8th Annual Environmental Protection Technical Workshop!

The event will be held in-person from 11 to 4pm on November 9, 2023 at 40 Idx Dr Building 100 Suite 200, South Burlington, VT 05403. There will also be a virtual option for those that cannot attend in person.

Participants will receive a certificate for 4 professional development hours. 

Below is an outline of session topics for ACEC/VT’s 8th Annual Environmental Protection Technical Workshop.

  1. Burlington High School Abatement and Remediation – Implementation Challenges and Lessons Learned 
Presenters: Josh Robinson - Project Manager and Will Moynihan – Project Geologist Fuss and Oniel
Presentation Description: The Burlington High School abatement, demolition, and remediation project is a large scale multi-disciplinary environmental cleanup project which includes the abatement and demolition of seven buildings, soil excavation and disposal, and coordination between the environmental cleanup and construction of the new high school campus. The environmental remediation portion of the project is being immediately followed by construction activities. Coordination between the contractors, VTDEC, and EPA Region 1, and timely implementation are crucial to the overall schedule and budget of the project. This presentation will focus on the project challenges during implementation, coordination between the several project contractors and stakeholders, and lessons learned from the large-scale project implementation. 
 
  1. A paradigm for progress: The importance of understanding efficient as well as optimal methods for satisfying Criteria 8a of Vermont Act 250
Presenters: Melinda N. Squillace, CWB® and Meghan S. Lout, CWB® VHB
Presentation Description: Under Vermont Act 250, as incorporated into Section 248 review, Criteria 8a specifies that a project must not destroy or significantly imperil Necessary Wildlife Habitat (“NWH”) or any Endangered Species. Wildlife habitat loss and fragmentation is responsible for the decline of many wildlife populations nationwide, using an aboveboard process such as this may be necessary to achieve a measurable level of conservation benefit. However, the legal intricacies involved with this process can create challenges for Developers when it comes to maintaining Project efficiency and direction. Experienced Wildlife Technical Specialist support can prove vital in identifying and carrying out universally accepted and defensible field techniques for data collection. Furthermore, Wildlife Technical Specialists acting in part as mediators with Regulators can aid in ensuring ideal collaboration with the ultimate goal of producing a scientifically robust and strategic plan for Project advancement while maintaining Endangered Species and NWH conservation. VHB will present various techniques accepted by wildlife practitioners used to document the presence of NWH or Endangered Species, and then discuss case studies involving Northern Long-eared bats, Bicknell’s thrush, Fowler’s toad, among other species.
 
  1. Preconstruction PFAS Assessment and Management Plan for an NHDOT Highway Project
Presenters: Harrison Roakes, P.E., Sanborn, Head & Associates, Inc.
Presentation Description: Previous work by the New Hampshire Department of Environmental Services (NHDES) and others identified aerial deposition of per- and polyfluoroalkyl substances (PFAS) in the area of a planned New Hampshire Department of Transportation (NHDOT) highway widening project. Previous work indicated impacted soil, groundwater, surface water, and sediment may be encountered during construction. NHDES and NHDOT requested that Sanborn Head & Associated complete a field sampling program and develop soil and groundwater management plans. This presentation will discuss: 1) the sampling scope, including specialized approaches for understanding PFAS leaching potential, 2) the soil and groundwater management approach, and 3) how this sampling and management approach may help inform approaches for Vermont projects.
