Since 1995, Tess Stack Kuenning, CNS, MS, RN, has served as the president and chief executive officer of Bi-State Primary Care Association serving NH and VT. Ms. Kuenning works with federal, regional, and state policymakers, health policy organizations, foundations, and payers to develop strategies and programs that promote, sustain, and build community-based primary health care services and infrastructure.
In 2009, she received the Norton Wilson State Regional Leadership Award and in 2010-11 was appointed by the Secretary of US-DHHS to serve on the federal Negotiated Rulemaking Committee.
In 2013, she was named as the Geiger Gibson Distinguished Visitor in Community Health Policy, a special initiative of GWU School of Public Health and Health Services. In 2013 she was selected to serve on a DHHS panel of health care experts and testified in the U.S. HELP Senate Committee on primary care needs of 30 million uninsured Americans and in 2018, testified in this same U.S. Senate subcommittee on Marketplace Association Health Plans. Since 2013, Ms. Kuenning serves as faculty for the Geiger Gibson Health Policy Fellows Program at the GWU and serves on numerous state, federal, and national committees.
Prior to joining Bi-State, Ms. Kuenning worked as a nurse consultant for the US PHS and HCFA as a principal public health advisor throughout New England. She has a master’s degree in Nursing and Public/Community Health and is a CNS in MCH. Her practice experience includes tertiary hospital cardiac specialty/ICU and a clinician and educator for clinics in Kathmandu and rural Nepal.

Dr. Hayashi is the Chief Transformation Officer and Medical Director for Mary’s Center, Washington, DC. Mary's Center is a community health center that provides health care, family literacy, and social services to individuals whose needs too often go unmet by the public and private systems.
Dr. Hayashi is board-certified family physician and is an experienced leader in primary care, quality improvement, and health policy at the local and national levels. Prior to Mary’s Center, he was the Acting Director and Director of Medicine for the Human Diagnosis Project, an effort to enable more accurate, affordable, and accessible care for all using machine learning technology. Dr. Hayashi also spearheaded transformation at Unity Health Care, another FQHC in DC, as their Executive Vice President for Transformation and Innovation. Dr. Hayashi’s national health policy experience comes from his role as the Chief Medical Officer for the Bureau of Primary Health Care at the Health Resources and Services Administration where he oversaw the clinical quality strategy for the federal Health Center Program. Dr. Hayashi has spent almost a decade in academia teaching and conducting research on clinical medicine, public health, and health policy for medically vulnerable populations at Georgetown University and at George Washington University. At GWU’s School of Public Health, Dr. Hayashi directed their MPH program in Community Oriented Primary Care and was the Associate Director for the Geiger Gibson Program in Community Health Policy.
Dr. Hayashi has received a number of awards and honors, including the Samuel U. Rodgers, MD Achievement Award from the National Association of Community Health Centers.
Dr. Hayashi graduated with honors in Studio Art from Vassar College, received his M.D. with Alpha Omega Alpha distinction from the Albert Einstein College of Medicine and completed his family medicine residency training at the University of California at San Francisco. He received his MPH. from the Harvard School of Public Health while a fellow with the Commonwealth Fund/Harvard University Fellowship in Minority Health Policy.

Tina T. Wright, Director of Emergency Management, Massachusetts League of Community Health Centers & Co-Chair of the PCA Emergency Management Advisory Coalition (EMAC)
Tina T. Wright joined the League (the primary care association for Massachusetts) in early 2001 supporting public affairs and marketing solutions for the organization. Shortly after the tragedies of September 11th, her path took a major detour into the world of emergency preparedness and response, and focused on helping community health centers figure out where they fit into this newly evolving landscape and advocating for them to be accepted as equitable response agencies alongside public health, hospitals, emergency medical services, and long-term care facilities.
Over the years, Wright’s work has included training and education program development, representation of health centers on committees and advisory groups, identifying funding sources and opportunities, and developing tools and resources for health centers in emergency management. In addition to her work in Massachusetts, Wright has been an active member of a national coalition on health center emergency management since 2008 and has acted as Chair since 2013.
As someone who “grew up” in a health center (the Dorchester House Multi-Service Center, now called DotHouse Health, in Boston, MA), Wright is passionate about the health center movement’s roots of responding to the needs of their communities, and continues to advocate for health centers to be able to fulfill their missions before, during and after an emergency.
