He is a voting member of IEEE PES, member of Cigre, and has worked directly with California Air Resources Board on their recent draft revisions. Mr. Sam Burns is a Senior Manager at Sargent & Lundy with 16+ years of engineering and management experience in the Transmission Power Industry. He is currently responsible for many of our EGIS (Electric Grid Infrastructure System) Substation projects for multiple utilities in TN, GA, AL, MS, KY, NC, SC, and CA. His work history is comprised of numerous high-voltage (46kV to 500kV) substation projects and various solar/wind/battery energy interconnect stations. Mr. Burns has a B.S. in Electrical Engineering from Virginia Tech, M.S. in Engineering Management from University TN, and is a license Professional Engineer in TN, GA, AL, KY, MS, and NC.

Gary Kobet is an Electrical Engineer for the Tennessee Valley Authority (TVA) in Chattanooga, Tennessee. His responsibilities include oversight of TVA’s Phasor Measurement system and implementation of applications including oscillation monitoring, voltage unbalance calculation, and linear state estimation. Previously he worked in the Operations Engineering department performing machine and voltage stability studies for the operating horizon, developing operating guides, and disturbance analysis. He has also worked in the System Protection department scoping relaying schemes for transmission and generation projects, as well as developing relay set point calculations and performing transient studies using EMTP for transient recovery voltage, ferroresonance, and switching surge overvoltage. Previously he worked as a field engineer and as power quality specialist. Mr. Kobet earned the B.S.E. (electrical) from the University of Alabama in Huntsville in 1989 and the M.S.E.E. from Mississippi State University in 1996. He is a member of the IEEE/PES Power System Relaying and Control Committee, and is a registered Professional Engineer in the state of Alabama.

Matt Schebler is an Electrical Engineer for the Tennessee Valley Authority (TVA) in Chattanooga, Tennessee. He is the subject matter expert for transmission related power transformers, regulators, instrument transformers, and Static VAR Compensators (SVCs). Prior to joining TVA in 2011, he spent 20 years in the steel and aluminum industries. Matt received his Bachelor’s degree in Electrical Engineering from Bradley University in Peoria, Illinois in 1991. He is a registered Professional Engineer in Alabama and Tennessee. He is currently the Vice Chair of the Doble Client Committee on Transformers.
