Mr. Vinatieri is former Chief Deputy to Honorable Ernest J. Dronenburg, Jr., retired Member of the California State Board of Equalization where he was responsible for preparation and administration of franchise/income tax, property tax and sales and use tax cases to be heard by Board Member Dronenburg.
Mr. Vinatieri is a past chairman of the State and Local Subcommittee of the Los Angeles County Bar Association Tax Section and the Sales and Use Tax Subcommittee of the State and Local Committee of the California Bar Tax Section. He is a member of the Institute for Professionals in Taxation where he has spoken locally and nationally. Mr. Vinatieri has also been a regular speaker for the California Certified Public Accountant Foundation, the Tax Executives Institute, the National Business Institute, Lorman Business Seminars, The State Bar Tax Section and the Los Angeles County Chapter of the International Association of Assessing Officers.
He co-authored a chapter on the sales and use taxation of California sole proprietors and partnerships for Matthew Bender and his article on the sales and use taxation of services and intangibles was published in The Journal of California Taxation. Additionally, Mr. Vinatieri co-authored an article on California's Proposition 13 and wrote a piece on California administrative tax practice and procedure for the University of Southern California Major Tax Planning Conference. Mr. Vinatieri has been involved in writing State Board of Equalization Assessor's Handbooks 502, "Advanced Appraisal" and 504, "Assessment of Personal Property and Fixtures" as well as the Assessment Appeals Manual.

Mike Schaefer made history on January 7, 2019 in Sacramento when he took his Oath of Office as a member of the California State Board of Equalization from Governor Gavin Newsom, becoming the oldest freshman constitutional officer in state history.
Mike Schaefer serves as Vice Chair of the California State Board of Equalization, the only publicly elected tax commission in the United States. He represents 10 million people in five Southern California counties including San Diego, Orange, Riverside, San Bernardino and Imperial.
Mike was born and raised in San Diego and attended schools in Hillcrest and Pacific Beach. He did undergraduate work at San Diego State and Notre Dame University, ultimately receiving a business degree from U.C. Berkeley and a law degree from Georgetown University.
Mike served on the San Diego City Council for two terms, from 1965 to 1971, representing a district in southeast San Diego. His tenure was highlighted by many accomplishments including the creation of community identification markers, which are still seen everywhere today, and the establishment of free parking on Veterans Day.
Mike began his legal career as a prosecutor in the San Diego City Attorney's office assisting local law enforcement.
Following his tenure with the city attorney's office, Mike went into private practice and became a champion for fair and equitable election law.
In 1972, he sued the San Diego County Registrar of Voters over the practice of listing candidates' names on ballots in alphabetical order. In Sumner v. Sexton, the court ruled that this kind of listing was a denial of equal protection and mandated in its place the random system that is used today. This decision was later codified in California Elections Code section 13112.
In Canaan v. Abdelnour, Mike sued the City of San Diego, which had barred write-in candidates. The California Supreme Court ultimately ruled in his favor against the city, permitting write-ins in local and state elections. (The U.S. Supreme Court later determined that the ruling does not apply to federal elections.)
Mike Schaefer's work as an attorney has also included cases before the State Board of Equalization, where he won substantial reductions in assessed valuation for homeowners. Mike supported the enactment of Proposition 13 and has pledged to protect its foundational principle of helping homeowners remain in their residences.

Prior to his election to the Board, Ted served 12 years in the State Legislature where he was a tireless voice for California’s taxpayers, ratepayers, businesses, and families. He also fought to protect citizens’ privacy and led major efforts to bring thousands of new jobs to the state, as well as supporting critical legislation to strengthen and expand California’s infrastructure.
Ted began his public service career in local government as a member of the City of Roseville's Planning Commission from 1997 to 1999. In 2000, he was elected to the Placer County Board of Supervisors and re-elected in 2004.
Ted is a devoted public servant who is dedicated to delivering excellent service to constituents and taxpayers as well as providing helpful information and outreach opportunities.
In addition to his life in public service, Ted is a successful small business owner, having owned Gaines Insurance for more than 30 years. He has been married to his beautiful wife Beth since 1985 and together they reside in El Dorado County and are blessed with six children and three grandchildren.

Richard Pomp

Richard Pomp has served as the Alva P. Loiselle Professor of Law at the University of Connecticut and as a consultant to cities, states, the Multistate Tax Commission, the Navajo Nation, the U.S. Congress, the U.S. Treasury, the U.S. Department of Justice and the Internal Revenue Service. He also serves as a consultant for the United Nations, the International Monetary Fund, the World Bank and numerous foreign countries. He has taught at Harvard, New York University, Columbia, University of Texas, and Boston College. In addition, he has been a Distinguished Professor in Residence, Chulalongkorn Law School, Bangkok, Thailand, and a Visiting Scholar at the University of Tokyo Law School and at Harvard Law School. From 1981 to 1987, Pomp worked as the director of the New York Tax Study Commission. He is the co-author of the leading casebook on state taxation. Pomp serves on the CHS, Tax Advisory Board, State Income Tax Alert, E-Commerce Tax Alert, the BNA Tax Management State Tax Advisory Board, the Deloitte & Touche Center for Multistate Taxation, State Tax Notes, the Center for State and Local Taxation and is Chairman of the Board of the Institute on Taxation and Economic Policy. He earned a Juris Doctorate degree from Harvard Law School and a Bachelor of Arts degree from the University of Michigan.

Annette Nellen

Annette Nellen, CPA, CGMA, Esq., is a professor in and director of San José State University's graduate tax program (MST), teaching courses in tax research, accounting methods, property transactions, employment tax, ethics, leadership, and tax policy. Annette is a graduate of CSU Northridge (BS Accounting), Pepperdine (MBA), and Loyola Law School (JD). At SJSU, Annette is a recipient of the Outstanding Professor Award (2000/2001) and Distinguished Service Award (2004/2005). Prior to joining SJSU in 1990, Annette was with Ernst & Young and the IRS (revenue agent and lead instructor).
Annette is a past chair of the AICPA Tax Executive Committee (Oct. 2016 to May 2019). She is a past chair of the AICPA Individual Taxation Technical Resource Panel. Annette was the lead author of the AICPA tax policy concept statement #1, Guiding Principles of Good Tax Policy: A Framework for Evaluating Tax Proposals (2001, 2017), still in use today. Annette is the recipient of the 2013 Arthur J. Dixon Memorial Award given by the Tax Division of the AICPA, the highest award given by the accounting profession in the area of taxation. In fall 2013, Annette completed a three-year term on the Executive Committee of the Taxation Section of the California Bar. and the 2019 Benjamin F. Miller Award from the Taxation Section of the California Lawyers Association for achievement and contribution in the field of state and local taxation law. Annette is a former chair of the ABA Tax Section’s Sales, Exchanges & Basis Committee. She is a member (and past co-chair) of the CalCPA Accounting Education Committee.
Annette maintains the 21st Century Taxation website and blog (http://www.21stcenturytaxation.com), as well as several websites on tax reform, state tax nexus, e-commerce taxation, worker classification, virtual currency taxation, and tax and ethical issues for marijuana businesses and tax advisers.

Andersen Tax
Michael is a Director in Andersen's State and Local Tax practice. He has been practicing California and federal tax law with a focus on tax controversy and planning since 1999. Based in Sacramento, Michael will be at the epicenter of California tax administration.
He has significant experience advising business entities and high net worth individuals on a broad range of tax matters. Prior to joining Andersen, Michael spent almost eight years with the California Franchise Tax Board (FTB) and over a year as the FTB Liaison to the Board of Equalization Chair and Member of the FTB. He was a Senior Tax Counsel in FTB’s Multistate, Tax Shelter, and Technical Resources Bureaus. Additionally, he has provided California tax controversy representation to Fortune 1000 clients while with several other Big Four firms.
He is also a retired U.S. Navy Captain, having served a combined 26 years in the U.S. Navy and Navy Reserve.

Nicolas Maduros is the director at the California Department of Tax and Fee Administration, where he has served since 2017. Maduros was chief of staff at the U.S. Small Business Administration from 2014 to 2017. He was president at Delta Policy Group from 2010 to 2014. Maduros was director and partner at Quinn Gillespie and Associates from 2000 to 2010. He was an associate at Arnold and Porter from 1998 to 2000.
